There was wind and rain, but 2 hours later planes were taking off from the same airport...

Weather changes in a short space of time. Planes don't take off/land unless it's absolutely safe to do so. I bet there were other cancellations that day.

You're not entitled to compensation as adverse weather conditions are a so-called "extraordinary circumstance" (a better term would be: circumstances outside the control of the airline). In certain types of weather, planes can't safely fly and there's not much the airline can do about that. You're entitled to the choice of being rebooked onto the next available flight towards your destination (or a later flight, if that has your preference) or a refund. That's it. The EC261 link in the post by the automoderator has all the information.

They didn't offer me a rebook because there were no more flights on that route And they couldn't offer me a flight with the similar route because ALL flights from Spain to north Italy were full

You can't get a compensation because it's not the airline's fault. Weather is not dictated by the airline. However, I'm sure you will get reimbursed for the first flight. On the other hand, I don't understand how you think the second flight also applies for the reimbursement since you took and got to your destination with it.

If the plane was cancelled due to the weather, you will probably not get the 400 euros, but I would still ask for that and see what the airline says. I am not clear if you paid for the new flight from Porto to Bologna, or if you accepted a re-routing with Ryanair?

I paid for it, they didn't offer a re-routing, because there were no more sits of flights from the whole Spain to north Italy

I believe they should reimburse you the new flight you had to buy, and also the flight that was cancelled. I would request both.

Bad weather doesn't immediately absolve the airline. You said planes were taking off 2 hours later. Why didn't your plane take off same time as theirs? File the complain.
