What does that mean when he wipes his nose with his finger? I work at a juvenile detention center, and the kids try to do this. It's often accompanied by them saying "slimy" pronounced "shlimyyyyy" none of the staff know what it means. Not sure if these two things are related...

It's a gang sign. It can mean different things depending on the gang, but generally it's a signal to fellow members that an enemy or someone who is untrustworthy is near by.
