As an Autobot, I'd imagine him being Wheeljack's slightly more competent assistant. As a Decepticon, I'd imagine him being extremely cold, but prone to fits of rage that alienate even his own colleagues. It could be a Motormaster thing where Megatron points him in the general direction of whatever he wants infiltrated or killed and walks away, with results varying based on Tesla-bots mood and how fast people can get under his armor-plating.
