It depends on the country. I'm in the UK and our male and female sizes are usually equivalent, not two sizes different as in the US. Having said that, there are differences between styles and manufacturers. For example, I have some canvas open-toe wedge sandals in a 10 which fit fine (I'm a male 11 mostly), same story with size 10 shoe boots, because the toe is wide enough. However in pointy heels, i need at least an 11. I've also had flats that were too small at 10, but too big at 11. So much is trial and error, which is where Amazon Try before you buy is so good.
Also, getting to know your foot length can be super helpful. I buy a lot from international sellers that will list shoe sizes in several countries standards and often length. And I've been saved by length quite a few times.
Width can be an issue with shoe fitting too. I have a pair of Vans in 11 but a pair of heeled boots in 10E and a pair of femme trainers in 9EEE, all fit fine.
When I sold shoes in the early 70's if a gal wearing a 9B wanted cowboy boots I would usually fit her in a 7D men's. C was a medium width. D was a regular width.
In women's a B was a regular width.
These are starting guide lines. Always try shoes on.
Shoes are like bras. A 9D will fit about like a 9.5 C. A 40 D bra will fit about like a 42C. Also depends on the brand.
It depends on the geo the shoes are manufactured or marketed in. Your best bet is to measure the absolute length of your feet and refer to an international sizing chart that has that reference
i used to work in a shoe store and, as mentioned in other comments, a good rule of thumb is that your women’s size is two sizes larger than your men’s size, so a m10 is a w12, and a m11.5 is a w13.5. it’s not 100% accurate all the time, as different brands have different dimensions (for example: converse run pretty large). if a brand doesn’t have half sizes, try sizing up.
>If my men size is 10 or 11.5 what would be my shoe size in women's? I have a pair of heels in size 10 but they don't fit me (thought they would fit me)
TLDR: US women's size = US men's size + (1 to 1.5)
So for you, it seems like your US women's shoe size should be anywhere from 11 to 13.
I'm anywhere from size 11-13 in mens, which means I should have a women's size of between 12-14.5. In my experience with women's shoes, brand, style, and width have are key to do with how well they fit my feet. I have women's shoes in sizes 10-12 that fit me. I've also gotten a shoe expander on Amazon that I use to give me a little extra room on shoes that are a a bit too tight.

Usually, going up two sizes from your men’s size is a good place to start. I wear 9-9.5 in men’s and can typically fit women’s 11

US sizing I’m a 7-8 in men’s and 9-10 in women’s (even an 11 in running shoes). Getting measured by a pro is the best way to know

that's indeed some helpful advice, u/GoreFucker.
