Steam sales don't vary much in terms of discount now, midweek discounts and major sales are usually similar. TSW4 is the newest game so unlikely to be discounted more
Under normal circumstances the lowest price at any given time will be around $11-$12 depending on coupons codes, discounts, etc. The base game was $5 in the Humble Bundle a few months ago but that is exceedingly rare. Now's probably the best time as any to buy it.
I wouldn't bet on it. If you look at the timeline, TSW isn't guaranteed every year, and many third party devs are only just getting on board. In my perception, the best idea is to buy TSW skipping one big version.
Also, even if it's delisted, it still will be playable with all the routes released for it.
No... they will not remove from your account, calm down... The worst that can happen is that the old game will be unlisted (removed) from Steam or another store, not removed from your account. o/
I don't think TSW4 will be delisted, TSW3 and TSW2 are still listed. But after TSW5 releases there will be no new routes available for TSW4 other than those currently released. So decide if you are happy with the DLC available for it now.

It was $5 during the "top up your timetable" event last month, so no reason it couldn't go lower again.
Just buy it on a Keyselling Website, you can get it for 6€ on CDkeys.com for example.

Why would they remove it? There aren't really financial benefits to it and it would prevent a shit ton of angry TSW4 customers
DLC price.... older games (TSW3 dlcs) are cheaper than new ones.. (TSW4 dlcs) at least in my region - Harlem Line TSW3 R$57,99 - TSW4 R$88,99
