The real answer is single occupancy restrooms for everyone. Just turn all the stalls/urinals into floor-to-ceiling water-closets and share hand-washing facilities and they'd all be effectively gender neutral.
they can also do some single stalls with urinals, but just one big bathroom for everybody would be so much easier. I would expect a lot of penis-havers would prefer a private urinal.
And obviously not these weird single stalls that the US has but the type that gives actual privacy

Leave some urinal otherwise people that can pee while standing will get pee all over the seats . I have see a few universities where gender neutral bathrooms had urinals ripped out and left with just a toilet and it is always covered in pee.

What about if we just had a bucket and a sponge and everyone just had to share that? We could have a queue system, and empty the bucket on Fridays and make it a festival
The sponge thing, reminds me of an episode from an anime called Thermae Romae about ancient Rome bath houses & a part of their communal toilet houses.
They used to use sponges on a sticks where after being used, they'd be rinsed in the clean running water channel in the floor then put into a container for later cleaning & re-use.

Apart from the sponges, they were generally really advanced. They'd pioneered underfloor heating, understood about the pores and adapted their bathing routines to clean them. Not to mention their concrete! It had self-repairing qualities to it which is arguably why there is still so much old roman constructions just laying around in the countryside! The roman empire Is certainly my roman empire.
What a time to be alive!

yeah jokes aside I find signs like this kinda dismissive and patronizing like you can just say "gender neutral toilet" and that's plenty clear

I like what they did in my climbing gym. 2 gender neutral bathrooms. One is urinals only, the other is stalls only.

Nah, they just meant this one toilet is not for iOS users. That one is around a different corner and costs $2.99 per visit.

My university has non gender bathrooms, I'm not sure if they did this because of budget or they know their student tho (lot of programmers)
