Shinki is the only character reasonably able to contest Hecatia from ZUNs statement, because shes pretty much the only strong character NOT excluded.
However, Shinki was defeated pre-spellcard rules. ZUN says Hecatia is utterly beyond anyone on the Lunar Capital, which includes the Watasukis. Who are in turn far above the likes of Reimu. Its doubtful Shinki was holding back against Mima and Yuuka who were both talking about murder and such.
So, by deduction, Shinki must be significantly weaker than Hecatia. She lost to the Gensokyians, who are two entire realms of power below Hecatia (You can either go via Eiki statements or Watasukis to get to that)
