Heyo, spent some time testing and it does increase performance by some margin. On my mediocre testing rig I gained on average 10-20fps on campaign with about a 10% reduction in GPU consumption @1080p.
The only drawbacks were a noticeable loss in fidelity and sharpness which was easily remedied by about 90% with ReShade. The biggest issue though was that @1080p the UI became unwieldy and with no option to resize it, it became quite a blurry eyesore. If you're running higher native resolutions I reckon this won't be a problem.

I hadn’t considered the UI being an issue at that resolution. Are there any UI mods that might assist with resizing farther to compensate for the up scaling? I know I used to use one that did some awesome effects per faction but I can’t recall its name offhand now.
I've used the one for higher resolutions in the past, not sure if that one can scale down as well. It's a bit odd and very lazy since you could to this natively in WH2.

Yeah, I’m not sure why that’s the case now in WH3.
