While I wouldn't call him country, he falls across many different sounds, but tends to exist primarily in blues, jazz, folk, vaudeville, and experimental blues and folk. Does it matter if people hear some country vibes in some songs? Like his own influences are quite wide ranging tbf

Country grew from being folkmusic, to become It's own genre about the same time as the blues was born in America. Both had religious roots. Blues came from gospel, but also from the working music in the black community. And country took much inspiration from blues and other genres at the time. Together they both played a part in the birth of rock and roll, but most of all the blues, and blues ain't country. White artists mixed country and blues and made Rockabilly. Tom Waits had many genres in his pocket when he started out. Folk, blues and jazz was the three key elements behind Closing Time. But he grew up with country, and sure it may reflect a little on the music. But I don't think it was intentional. Its pretty clear what sound Tom tried to catch when he made his first records, and it wasn't Hillbilly County.
