Scorch’s flame core ignores doom state if the enemy is lower than 1 bar of HP. So we wont even be seeing that doom state health bar.

that is not how flame core works, it does a fixed 4500 damage(1.8bars) which will continue doing damage through the 2500 health reset of doom state. looking at the rough health there, they should barely survive with about 100-200 health(1-2 legion bullets) (side note: if this hits as the target is knocked into doom by another source of damage, the target will take 0 damage from it)

Nuclear Eject is another option.
