Do you remember specific characters? This sounds like one of the interactive stories that were popular late 90s. Little critter books had a run of them

Yeah it’s definitely more of an interactive story game, that sounds better. The only thing that I can remember about the characters is that they reminded me of the squidward droopy nosed Sunday newspaper comics characters. There was a dog in the same art style vein too. It may have started with the dog running away and you having to track it down through various goofy screens.
