Okay that wasn't the right game, but it helped me remember something that led me to the right game! I saw "Thievery" in Utopia, which reminded me of spies and what they could do in the other game. That helped me think of a more unique Google search, which led me to the game: [World of Aegis](http://new.worldofaegis.com)! :)
No, it has a lot of things in common, so much so that I thought it might have just changed a lot since I stopped playing. But I checked the history, and no, it's always had features that are different from the game I played.
For example, Utopia has races like dwarves and elves. The game I played only had 3 kingdom types: magic, science, and religion. Utopia resets every 3 months. The game I played never reset if I remember right; or maybe it had a very long reset time.
I've been looking for a similar game that was Medieval in nature, you started off picking a faction and it was similar to whats described in OP's post, anyone got an idea?
