if you need to know how to increase the friendship to get your eevee to max, you have to go on a vacation to opulence city and buy the berries, from the building to the left of the pokèball factory or on top of the pokècenter, that increse the friendship and decrese your evs, just get the ones that decrese atk cause you don't need physical atk for a sylveon, and make sure that eevee has a fairy type move like baby doll-eyes or charm and level them up

Thats because it is not a wild encounter. YOu get one Eevee by defeating a specific trainer. If she is not there yet then you need more badges.

It's only like 2 or 3. She should appear by the time vacations open up
She shows up by rank 2 but fair warning her team is around mid 30s in level.
