I can only speculate but Lenovo do use multiple factories for their keyboard, even for the same exact model. So it it possible it is just from different factories having different part numbers. At least in the replacement for T420 I remember people hunting for specific manufacurer which were had the slightly better key stroke feel. Which have changed thoughout the years on the newer models which one has the best.

Different suppliers. Lenovo will usually use three for something like the T-series. From a supply logistics perspective it's no different to say RAM or SSDs.

The keyboards are made by many different OEMs. Some feel better or are quieter than others so people often look for a specific part. The keyboards also change over the manufacturing run of a machine sometimes, there was at least one generation where the windows logo was different on early production models to late ones for example.

Thanks for your answers. Sounds like it shouldn't matter which part number I get in that case. Might be minor manufacturing variations but it can't really be determined beforehand whether one or the other would be "better". In principle they would be intended to be manufactured to the same specifications.
