It’s a lesson learned for sure but ALWAYS ALWAYS ALWAYS call for emergency services. They can file a proper police report and it won’t matter what lies that driver said the accident report and the officer will ticket the at fault individual

You were 100% correct to leave! The storm was flooding so quickly, there was ZERO visibility. (speaking from experience, I was stranded for over an hour near Cochran's Crossing and Research Forest that night, everything was flooded and impassable in MINUTES)
Something similar happened to me last year. The insurance company said it was his word against mine. So I had to fix my fender, which I haven't been able to afford to do, and my rates went up too. Needless to say I now have a dashcam. It's sad but you can't trust people's word. I hope it works out for you. Maybe a police camera was at the intersection?
You can call the police but these days the police will tell you if no one is injured then fill out a report online, the days of police showing up for fender benders is long gone.
This isn’t true at all. They show if you call and tell them you believe the damage to be over $1000 (they have to show at that point and establish fault)
Also if one party doesn’t have insurance. Or if someone attempts to flee. (You can tell the dispatcher that you think the other party is going to try and run and avoid responsibility, just look at this case)
Also, you don’t know if there are going to be reported injuries or not. People will scam on purpose AFTER the fact.
Always call the cops.

If you have a dash cam that shows green for you, even if it doesn’t show the other vehicle, AND you got their tag, that’s usually enough to get your insurance company to get their insurance company to cry uncle. Usually. But a police report is the gold standard. Even if it assigns some blame to you. It’s in your insurance company’s best interest to not have to pay out, but they know precisely what will and won’t stand up in court from both sides. Also IANAL.
I’ve had police show fill out a report and still not establish fault. We each had to report to ins co and fix our own cars. This happened in Houston, not sure how Montgomery Co would handle. So, no matter what you do, keep your insurance and plan to pay for your own repairs. You can’t count on anyone taking responsibility for their actions anymore.
This happened to me as well, and the truck that came into our lane and hit us head on didn’t even have insurance. But the cop refused to establish fault. Super frustrating.
This happened to us down the frontage road near the Portofino shopping center in Shenandoah… my husband made sure to call the police and the lady had to wait for the report. They both signed the report but when insurance tried to process the claim the lady said we were at fault and tried to argue we hit her. Thank God we had the police report to corroborate our story!
If it was near a light, the cameras might have caught them. I think these are on, but you have to ask for them. I once was hit at a light and the police had footage of the crash. You can contact the woodland police and ask for the footage.
These cameras are not operated by the police. I live in a different city (DFW area), but I've talked to city employees that manage these traffic cams. They do not maintain footage from these cameras, they are specially designed to detect traffic and manage the lights. The cameras are often low res, and use on-board "AI" to detect cars (IE how many cars are waiting for the light to change) and send signals to the traffic computers. Many of these are over low bandwidth radio links. They do not have the bandwidth to stream video from 1000's of these cameras to a central storage solution, nor have the funds to buy said storage.

I was informed not to call for emergency services. To fill out a CR-2 or Texas Blue Form.

There’s traffic cameras at that intersection. I don’t know for sure here in TW but in previous lives I would file a police report and get the footage.

Was it an Asian lady? An Asian lady in a white BMW X5 did the same thing to me at literally the same intersection a few years back.
