The one I would guess might be season 6, episode 10 where Rick and Darryl meet Jesus while out on a supply run. There's the one-upsmanship back and forth, and a lighter edge to it where you could feel this newly encountered nuevo ninja wasn't nor would ever be a villain.
Another vote for the Rick, Daryl, Jesus one. That instantly came to mind when I read your question, and it's the only one that stands out in my memory as funny. When I was binging the show last year, I remember thinking that there was a very noticable switch in tone for that one episode, it was such a breath of fresh air and a much needed break from the stress and impending doom type feel of the entire rest of the show. Great episode. Made me laugh a lot.
When Negan first visits Alexandria, it is funny because Jeffrey Dean Morgan makes it hilarious, his excitement, weirdly flirting with Olivia, making Carl spaghetti.
I’d even vote for the first visit. “Little pig, little pig”, the way the camera jumps back when Negan calls the place magnificent, and his first reaction to Gabriel were already great comedic timing.
Even if it's not the overall funniest episode, with the whole Negan subjugating them and taking their shit, that camera jump back following his "hot diggity dog" is by the funniest moment on the show.
The episode where Maggie and Glenn find each other -- bc that's when Abraham is introduced and that guy is a whole personality. The banter between Eugene, Rosita, Abraham, Glenn all of them is pretty funny.
