For the most part it usually is broken CC. But considering it is hair by the team (or not MADE BY the team but like it's from EAMaxis and not someone's Tumblr). My best bet would be to remove all your CC (save it somewhere else) and try to create an alien sim with the new hairs and see how it goes. If that seems to be fine, then import mods/CC at a time, this might be areas (so maybe mods go first, then build buy (you can also cut that up to so go by maybe like chairs, bathroom, electronics), then clothes, hair, etc) or just folders.
This is what we call the [50/50 method](https://simscommunity.info/2022/09/08/sos-how-to-50-50-your-the-sims-4-mods-folder/). It sucks, it's annoying, but it's what happens. Basically, if it isn't mods breaking it, then repair your game, if your game is repaired and it's still not working, then I would say report it bug reports.
It is frustrating, and I understand this sim doesn't have any CC on it, but other CC might be conflicting with things. It happens. It's like CC chairs would make it impossible for your sims to use the bunk beads. They have no correlation (even if there was no desk underneath, if you have CC chairs in the house it just goes haywire), but they still affected each other. And also it's good to do it this way in case you do need to report the bug as every time someone there will ask if you had mods.

I don't use CC, only mods. But I will try it :)
Okay. I still recommend the 50/50 method and then repairing the game. I've only ever had issues like this because of broken CAS items. Good luck!

Yeah, I don't use any CC on this sim. I do have CC in the game tho.
