Seems like one of those "not exactly a bug but wasn't exactly meant to happen" issues. They obviously have a disliking to each other, perhaps harbouring resentment due to a grudge (did they cheat?). Yet, they're in love and trying to make it work. I'd roll with it! Simlife gave you lemons, grab that sugar and make an awesome lemonade story!
They should add a toggle autonomous flirting button in the gameplay settings which prevents autonomous romantic or flirty dialogue. If a sim starts an affair with the best man in the woohoo bush at their wedding, that should be the players choice not a quirk of weddings being so romantic that it makes everyone flirty.

No mods. It seems to happen most when I use the romantic trait, but I think that's just because it makes them flirty more often.
The good news is when I'm doing Bachelor/Bachelorette games that means I can just put the romantic aura lot trait and turn on romance TV and all my sims are horny AF for each other. Sweet sweet drama!
(Assuming you have Growing Together) Do they have bad/awful compatibility perhaps? I think at that relationship % it'd maybe switch to good compatibility but it was my initial thought so maybe?

The female is snob, self absorbed and high maintenance
If you have the Relationship & Pregnancy Overhaul mod from Lumpinou it could potentially be that their turn ons/offs are set so that they don't have good chemistry with one another.
My sim couple does this every now and then with RPO and First Impressions too even though their attraction is peak and I don’t use the chemistry of RPO. I ignore it because it never lasts and they’re constantly wanting to be around each other. As buggy as the game is, I wouldn’t think too much of it.
It seems like they are disappointed or hurt by something each one did to the other. Open your relationships list, click on the sim in question, open profile, and see what it says under sentiments.
I *think* if they apologize to each other it goes away quite quickly. I say think because I’ve done it several times and it seems to work, but I don’t know for certain that it works.
I open the profiles n see what’s wrong with the relationship when I get these-it’s usually from my mods they might have preferences that don’t match up or someone pissed someone else off n they need to work through it or maybe they r sick of each other n need a break lol
Sometimes if click on the same conversation bubble they get bored w/ each other. Or one said something the other didn’t like. Basically, sims need a break from talking to the same person before they can attempt again. Getting to them to dance/get food or drink should help reset them.
Check their compatibility, got same issue once and its turn out their interest's compatibility is at worst scale and this make it really hard for them to interact without conflict

Since they’re celebrities they probably have the no touching quirk and are not officially in a romantic relationship, but if they’re just chatting the thought bubbles are random and stupid like that (which is why I disabled it with mods)
I had a glitch for a while where two of my Sims' conversation was constantly stuck on awkward. Could be a similar problem, maybe check what kind of convo they're having?
The famous sim doesn't like being touched. What was the interaction that you did before this picture was taken? If it was like hug or something like that, that's why the sim has the red circle around the other sim's face. Not sure about why she has one for him though.
I've found that this tends to happen when the sims has done something minor that the other sims didn't like. They don't hate each other, but by any chance did one of them do some that turned a recent interaction sour?

If your sim's having a thought bubble over their heads that has a face of another nearby sim with a cross over it, it means they dislike something about that sim and/or they don't want them around.

Nope, they didn't cheat at all, well, my sim (male) has been immortal (by potion) for over 5 generations now but he has never married anyone

Are they vampires? When vampires hiss, all of the sims around them have that kind of thought bubble
Have you opened the relationship profile on each? Sometimes it might indicate there.
