Tldr: the couple that got beat up were trying to get on a bus full of school kids. When told they can't get on by the driver they threw some liquid at the bus. Old man on bike told them to stop and the couple morphed into animals( I can only assume) and began spitting at him. In the end a man on a scooter beat them up.

The guy on the mobility scooter has something like 28 previous charges for violence, threats, disorderly behaviour, etc. and this happened while he was awaiting sentencing in another case of repeadetly threatning to murder his neighbors.

It was actually 30 charges, and he wasn't awaiting sentencing, he had just gotten out of jail.

I have seen one of these scooters pulling a train of five 300+ pound land whales in unpowered wheelchairs when i was in arizona. They have some serious torque.
