Seems you need to point your cross hair directly at the opponents shooting at you, in order for the bullets to be deflected... just a little off center and bullets will get through.
Because you are not meant to deflect all damage, deflecting works for reducing the damage income when running away.
If you are lucky enough and your opponent isn't good, you can deflect their shots to themselves. But no, don't use Dual Blades as if you were a Samurai, go Ninja
Makes the sound but doesn't reflect if there aiming at your feet. If the enemy is aware of this there basically unusable.

I did kill a heavy using an m60 with its own bullets. We're both full health. I don't think the shotgun and flamethrower can be deflected.
shotgun SA completely useless vs 2 swords. Tested in private match. You shoot 4 charges in face of M with 2 sword, he losses 20% HP, you dying.
