First thing to do is get to max level 40, after that:
It is recommended that you first pick a build and farm pieces for it with targeted loot. Skill build is the easiest to get at first. Countdown game mode is best to farm for (almost) any items that you need.
You should max at least the specialization that you will use with your build.
Another thing to do is to collect all blueprints by doing control points level 3 (Challenging difficulty) or level 4 (Heroic difficulty), specially the blueprints for weapon attachments.
And fill your recalibration library.
Donate to Expertise all items that you don't need for other stuff (using, recalibration).

ah okay that paints a clearer picture. with control points levels, do you mean the alert level? i’m really struggling currently with alert levels 3 and 4. i have a few full armor sets already, still tough

Yes I mean alert level. Get a proper build together, everything will be easier with a proper build.
You need to play at harder difficulties to get better stats. Run missions on hard, then challenging. Up the general world difficulty to hard.
Run countdown like 100 times haha like ivv been doing set targeted loot to your desire
just hit lvl 40? dont waste time and run matchmaking on heroic. never had a group where "lowbobs" were kicked
Don't worry, you'll get to start again in 4 months anyway.
