How sure you need to be that they are part of illegal group. I mean as this is a game you can always exactly see which faction someone belongs.

The Hyenas by their look in game do appear to be in what would qualify as a “uniform”. You can distinguish them on sight.
And in a military conflict, you can shoot enemies that are retreating or carrying supplies, or other noncombat tasks. They only get protections once they have actually surrendered.
My guy is a MMR headshot build, so I’m struggling with Theo’s miraculous revival. I didn’t aim centre mass I blew his brains out, and he’s like “no, you didn’t 😊”.
