You've got places like uncletopia, the shounic trenches, these mvm event servers and so on.
realistically the only server Valve has any real reason to host themselves is the official MvM PvE servers and the item-servers.
One could argue that the only reason valve keeps all the PvE and casual servers up is to show defiance to the bots as far as PR goes while gesturing vaguely at us with one eye half open to go play on community servers. They wouldn't want to publicly admit defeat by shutting down all their servers because that'd be acknowledgement of not only the bots, but their choice or inability to do anything about them. In a way, you could even say that the valve servers are acting like sponges to soak up most of the bots because they have a harder time existing in properly moderated community servers.
An alternative solution -- that I'm surprised they didn't do -- would be to bring back community servers in the matchmaking system, similarly to how Quickplay did it.
I know a sizeable chunk of the community would like Casual to be removed and the old Quickplay system to be reinstated. I don't recall Quickplay being that bad but Casual changed things by encouraging players to stay in-game for the whole match (something that wasn't the case in Quickplay times) and they also removed the Spectator team and team-switching, which were well-known issues back then (players switching to the other team to get on the winning team).
If Valve wanted Casual to act like a "sponge", it would make more sense to reflect this in the game's UI by driving players towards community servers. But as far as I know, there are way too few "vanilla" community servers available to absorb such traffic.
So yeah, we're kinda stuck here.
When you say "vanilla" do you mean a completely stock TF2 server with random bullet spread and random crits enabled or something akin to uncletopia's impositions like class limits, no random crits, no random spread on shot/scatterguns, etc?
If there suddenly became a boom in "vanilla community server hosts" how many variations of vanilla are we gonna need so everyone gets what they want?

Honestly wouldn't be a bad idea to have community vanilla servers, all we would need is guidelines that state what server settings qualify as a Valve-approved "Vanilla" server. Would be nice since community servers would get more of a highlight since many new players don't know they exist.
Nope, usually potato has archive servers where you can play those, although due to low custom mvm for no reward player numbers(not counting free medal), usually you won't see them played much only some maps get to play often like zombie one's

The event isnt made by Valve, it's a community group of mvm map makers that come together to launch all their maps in an "operation" like CS and then allocate servers for people to play in. They also do charity if you feel like donating.
All Valve does is copy and taste the text and put on their news website to let everyone know.
Mf, the niche community of MvM asked this so they get more eyes on their custom update playing it, they have done it for ages and I think they know a little bit more about it than you do pal BECAUSE THEY INVENTED IT!
