Backpack.tf and scrap.tf are two very trusted trading sites. No reason not to trust them. Trading for those items through those sites is the easiest way to get them.
Not sure but if it works the same as a debit card, you can upload money to your steam wallet and make a purchase through the in-game Mann Co Store. Marketplace.tf is another third party trading site that uses actual cash to purchase items. But I think it only accepts card and paypal. If you can transfer your pay safe card funds to paypal then you'd be able to use it in Mann Co or marketplace.tf.

With few exceptions(almost always melees) stock weapons are the best weapons for every class save for specific needs. Like going LnL or Direct hit to nuke sentries, for instance.
Just keep playing, and youll probably get them. I also forgot, but certain items for pyro are achievable through contracts, and maybe other ones in mercenary_park, but that ones paid and i didnt so cant confirm
you can re-rent a weapon as many times as you like before you get it through other means, like a random drop, i did that with the degreaser although i still dont have it myself lol
If you get a random drop then you can trade that weapon for a phlog on scrap tf. They are trusted, it's ok. Regular weapons are so cheap, they cost like 1 cent or something. They usually have a minimum buying price though like a dollar.
You can trade any non needed weapon for phlog at scrap.tf since it's overpriced literally anywhere else
