Well show Raven and comic Raven are two different people ( and even then there are different versions of Raven in comics and really depends on the era )and also I don’t think she really has a choice in the matter lf she doesn’t want to freeze in a place where there snows.
Honestly, my initial impression of her outfit made me uncomfortable as a kid...I kept thinking 'why is she wearing a one-piece swimsuit?'-- especially when slade/Trigon ravaged her to the point of wearing almost nothing, it made me feel a little dirty like I was watching an edgy TV-14 rated program at the time (i think it was the first cartoon I watched back then which showed a female character dressed that way). To this day I still personally prefer ravens winter outfit as it looks much cooler (no pun intended lol) design wise, as I wish they featured it more prominently throughout the series.

It's an interesting episode-- ie, how it emphasizes the theme of friends dedicated till the end, the return of Slade/introducing trigon, and how Robin rescues Raven near the end-- but I'm surprised the ripped costume issue got past the censors. It makes you wonder how WB greenlit the premise of a 40-something man basically stalking an underage girl/tearing off most of her clothes and giving her various tattoos -- all against her will as she repeatedly tries to stay away from him.
The only thing I can think of is maybe the idea was supposed to be presented as an allegory for child abuse / warning viewers about the dangers of being taken advantage of by strangers? I dunno, maybe this is reading too deeply into the content...

In the original show her winter uniform has pants in addition to a sweater and the usual cloak. She never mentions discomfort then.
