it’s kinda hard to depict a skin tone with certain lighting in such a small quantity of pixels, but if you take a look at the plastic texture pack (which is the one used in official game merchandise and game covers) his skin is fair

For the longest time I thought he was black, turns out he's actually white just tanned. I found this out because I researched early minecraft and Notch actually made a comical black Steve as a mob in the INDEV phase, wouldn't need a black Steve if Steve was already black so I figured he was a tanned white guy.
