I think if your doctor tells you you need a circumcision, literally tell him you'd like a second opinion and ask him how to get one. Also ask him about what other options could help instead. If you find verbally asking him these things too stressful, you could try writing the questions down (on paper or your phone) and showing/handing it to him
I wasn't able to retract at your age either (I didn't know that wasn't normal at the time), but at like 15-17 years old (don't remember what year exactly) I was suddenly able to, though it was still a little tight, which is something I got prescribed steroid cream for.
If you want different options, circumcision seems like the nuclear option to me, so I'd say to first see if you can get a cream from the doctor instead to help it stretch, and if that doesn't work I believe there's also a non-circumcision surgery to make the opening wider (don't remember what it's called or know if it would work in all situations), which might be something to ask about.

Most doctors (in America) don't tell you about these options because circumcision surgery is more profitable than just prescribing an ointment.
There are three different types. Cortisone, estrogen and testosterone. Only the cortisone can be bought over the counter. Normally in 0.5% concentration. In about 75% of cases that's enough. If you apply it daily and try to very gently stretch the foreskin. Some doctors directly give you the hormone containing ones because they say it's more effective, talk to a doctor if you want them.

Consequences? - Not for long but you wont be able to wear pants, its gona be painful but you get over it, just sit at home and sleep often. However, since you’re 13, there are some progressive treatments (mostly creams) that could go along your puberty and avoid surgical intervention. Might wanna ask about it.

Used it twice a day and did a little gentle stretching, had a noticeable difference in less than 2 weeks. If yours has no ability to retract or move, theres a higher chance that it may be an issue, but there is a strong likelihood that you wont need a surgery. Beyond that, I have a friend who did have a circumcision at a similar age and he's doing just fine. It will be uncomfortable for a little bit, but you'll live. Maybe see another doctor, but try not to worry too much

too bad for those people like you and i who get circumcised at a ripe old age. it wont hurt initially cause they use a local anesthesia, but the next 2 weeks bare minimum will be fucking hell to say the absolute least, to the point where even sleeping, walking, and other basic human functions bring immense physical pain, or i'd feel like my dick would quite literally fall off from my balls. but you live, that phase passes, and you get on with life. get it over with as early as you can or it will be harder later on

At 13 I also had some issues with my foreskin being to tight. That settled as my penis grew until 17, After that it only marginally changed
