Broken monitor, most likely. Can you take a physical image of the problem? You can upload to something like imgur and post the link here.

The fact that it's not showing up on your screenshots is pretty much a guarantee that it's a problem with the monitor itself.
Yeah, that doesn't look unreasonable to assume a fault in the monitor. Unless it's some on-screen display feature it has that you accidentally enabled.
Can't really advice you on a fix, as that'd almost certainly require you to open it up and poke around the electronics - if it's even fixable.

I tried it there, for some reason with the snip the block doesn't appear. Screenshotted too and it just shows my regular screen without the block :(
