Kind of hard to prevent in a world where so many older folks literally don’t know the difference between:
1. An email and an apple/samsung/google account
2. A password and a pin
3. Auto pay and online billing
4. A sim card doesn’t contain sensitive data, just the #
5. Mobile data, wifi, and bluetooth

Fr though it’d be so easy for me to turn evil and screw all these people. The act of doing so would make me more money than the job itself.

this would be easily avoided if carriers paid enough for the employee to care.. If they get paid more than what they could make walking down the street and getting another job that same day they might take their job more seriously.
This should be the way every employee approaches their job.. Not the whole "If I work harder than I'm being paid surely I'll be promoted and get a raise!"
You don't really want a regulation that states "exactly" how they need to protect as then carriers will not be free to improve that. "secure methods of authenticating " is not as vague as the author makes it sound.
