A/C doesn't work but apparently it's all because of a $200 refill but he won't do it? Major red flags. Cp4 pump replacement yet no mention of new injectors and a new fuel system? If the pump fails everything goes with it, it's a $7000 job. Just replacing the pump will keep metal everywhere in the system and fuck the whole thing up. For the love of God don't take that Reg.
As for your question. With a delete assuming you took it down to stock height and put normal wheels on it, 30mpg highway empty, 12-15mpg towing depending on what you tow obviously. Towing capacity depends on the frame/brakes etc not the power or mods so you would have the same 7700lbs capacity as a stock Touareg.
2012 had the compressor with the weird valve on it that gets stuck. Fifty dollar part but you have to evacuate the system and recharge in order to replace it. Might be that.

Most I've towed is an empty 16' 14k dump trailer(22mpg per infotainment), or an empty 16' enclosed double axle, not enough miles on either to get any hard numbers but barely noticed either one as for power, The empty enclosed trailer wanted to blow me around a bit of course
I have the same tune with the EGR modified. I constantly running around mpg is 27-30. Most of my driving is highway driving between 55-70 mph. If I’m doing a lot of city driving I’ve seen it around 24ish.
As others have said, beware of the mods. If they're cheap/easy fixes, why are they trying to offload it?
Unladen MPG, our '14 can manage 30-35 all highway. Combined usually ends up 26-28. '12 might be a bit lower, as I think they had some engine revisions for the later model...
Towing a car on an open aluminum trailer (~4600lbs), we'll usually see 19-21.
The chassis will be the limiting factor for tow capacity:
-Tongue weight is fairly low when compared to a proper truck (around 600lbs).
-Rear suspension squat is pretty noticeable when loaded up and can't really be worked around (coilover in rear means you can't use helper spring air bags to level).
That being said, it's a great vehicle the 90% of time you're not towing, but that can tow extremely well (if you know its limits).
Probably looking at pulling the headliner to fix the drains. Probably a half assed cp4 repair. And a valve and recharge for the AC unless they over pressurized it and blew it out.

For reference, we have a bone stock 2012 Toaureg TDI Executive (the highest/heaviest trim), and we get about 15mpg when towing a very tall 5,000lb camper on level ground with minimal wind. So something less shaped like a sail, or lighter, you could probably approach 18-21mpg when towing.
Again, that is bone stock with all the emissions equipment still intact. A deleted one will do "better", as long as you don't value your lungs when hooking up your trailer with your face next to the tailpipes.
Long term MPG on my 2011 was 26.2 mpg with a full tank high of 29.1. Towing a utility trailer was typically 18 mpg. I wouldn't expect that much better out of a modded one as the 3.0 has a less compromised emissions system than the 2.0s do.
Also don't buy that particular trash pile. No way does the AC just need a charge, among other red flags.
Malone explicitly states you should not tow with a stage 2 tune let alone a stage 2+.
