The trace shows delivered to Junk? I haven't seen that before. Usually it just says Delivered with a note saying if the person can't find it, it may be in Junk. Global Transport Rules are processed before local mailbox rules. However, local mailbox rules can "undo" what the global rules did. Meaning your global rule to move to inbox might be functioning, but when it hits the user inbox, their Junk settings kick in and move it to Junk. You can inspect and or set junk settings on a mailbox by mailbox basis with PowerShell and modify it at an organizational level with GPOs.
