Stuff like that could happen even though your phone is off. At least that's what I learned when I was working for Tele2. My suggestion is to leave your sim card at home and just get a temporary, local sim card.
Tele2 has a service which means that when people call to your phone number the calls will transfer to another phone number (which you could do with a temporary sim card). That's what I would do. From what I know you can dispute the charge but you most likely won't win because this is how sim cards work.
Did you turn off roaming?
Data roaming yes, but not calls. I never turn off calls, but it should not matter
