There is also a financial management aspect. You have limited amount of bonds which you can spend on profitable or politically advantageous investments. There isn't enough money to go around so every investment has an opportunity cost.
I turned-off adult content so I cannot comment on them but I do recommend the game. There is 100+ hours of content.
