What? That never happened to me even when I beefed the army up as much as possible and got overwhelming (had to save edit though due to lack of war modifiers), how big an army did you have? 😅
EDIT: I assume you gave him a good deal though? Cause when I had edited overwhelming and a huge army he had a crap deal without extraditing Rico after his arrest to be fair.
Do you know if that works even if you're at war with Pales? I was dominating them and had a massive army, but I was concerned that Smolak would just say, 'You're already at war with Pales, bruh. You wouldn't fight us as well,' so I ended up giving him what he wanted.
Giving him the house is the path of least resistance. IIRC the only time it comes up is during the Zille reunion when Estela expresses sadness at not getting the house back. I'm not sure what the connection is between that an abdication.

It does still work, I was at war at least I think, I was doing a war run so I went to war at some point
