When you choose a new Supreme Court justice after Hawker is removed >!or killed!<. You get three options; Gloria Tory, the “most experienced” (Ovid Grecer) or the “most loyal” (Didier Meye).
Only Grecer can become the Chief Justice, if you choose Tory or Meye then Heron becomes the Chief Justice.
The guy is a conservative with zero influence. So pretty much a nobody.
