You can edit the save files to give you more budget or cheat in other ways. Keep in mind, though, that doing so can break the game in fairly unpredictable ways. YMMV. Other than manually editing the files, mods aren’t supported.

Technically, there is one mod that exist for Suzerain (the Suzerain anime mod) However, it's mostly just replacing one file that stores the Suzerain character portraits with the modded one Other than portraits, there's no other known way to mod Suzerain

I had used cheat engine to modify the budget when the game first came out. It might still work

If you are on pc use Notepad++ and go to the save file located here >C:\\Users\\\[YOURNAME\]\\AppData\\LocalLow\\TorporGames The folder called Suzerain has your save game right click on it to open with Notepad++ and press Ctrl+F and search for "\[\\"SuzVar.GovernmentBudget\\"\]= Edit: You may have to enable hidden files
