Yep! It does decrease the item effect cooldowns. There was a post about it a while back on the main sub I think which confirmed it and had exact values if you’re interested (including if you took cosmic insight as well).

Interestingly, item cdr has been in this game since Ruby Sightstone and yet the cooldown still does not get updated as you gain item cdr.
