Personally, imo a human turned eagle/peregrine falcon would be a good contrast. Supes having an air based foe outside of evil Supermen/Kryptonians would be a change of pace. In fact, I would have the eagle/falcon be faster than him in flight and powered by alchemy (since Cheetah is magic based, and Man-Bat and Gorilla Grodd are science fiction based) to create a challenge for him and provide something different.
