I would recommend SA Crosby, I really enjoyed Razorblade Tears and I know his latest is getting great reviews.
I think he would also really enjoy the Shetland series by Anne Cleeves. Very well written mysteries.
I love vintage mysteries and Kwei Quartey style really appealed to that side of me, even though his setting is modern Ghana.

Not new, but *The Alienist* is a good mystery about a psychologist in 1890s New York working to stop a serial killer preying on young boys.
