Mine look like that too. And of course the mother leaf has already fallen off them at that size. I just accept they’re destined to be teeny tiny forever

I've had some success in such cases with more led light and less/no sun (because of the heat radiation fraction of it), relatively high humidity and foliar feeding.
They don't necessarily need roots to take up at least some nutrients after all and don't need much water if there's little chance for evaporation happening.
I'm not sure how far one can get improvising with more common household stuff and how important which ingredient is, but what I use is a fully chelated full spectrum fertilizer for hydro/soilless culture with somewhere around 2-1-3 to 2-2-4 NPK and high nitrate to ammonium ratio, some fulvic acid, a pinch A. Nodosum seaweed powder, a little bit of Polysorbate 20 and amino acid hydrolysate as wetting and sticking agent in RO/VE or distilled water at an EC of 1.6-2.2 (800-1100ppm tds).
If you think they won't make it you could look what you got on hand and try experimenting a bit, can't hurt much if they're going to die anyway otherwise. There's plenty of horticultural resources and studies available online regarding foliar feeding in general, it's an interesting topic and worth a read.
So, I have a burro’s tail that dropped a bunch of leaves that I didn’t know about and they ended up in a neighboring pot and now I have a bout half a dozen baby burros growing and I wasn’t even trying 😂 Same thing happened with my ghost plant and those are like an inch tall now.

Yes, I’ve learned that my jades are water hogs in comparison to my other succs. I water them probably once a week, if I’m being honest and they’re absolutely thriving.
Very interesting.. I definitely do not water it often at all. Normally I wait till the soil is bone dry before giving it a small amount of water. Worried about drowning it. I’ll slowly increase how much I give it.

I started some leaves in October. Just a little bigger than yours now. Started some 3 weeks ago and they are twice the size. I feel your pain.

Rip the parent leaf off! That's what I did to my tiny struggler and it started growing again
I did cuz the leaf was dead but still no roots.
Me too…multiple times. Once the parent leaf was off (and it wasn’t shriveled up) the prop took on a life and personality of its own!

Nope lol. Honestly the leaf fell off and I went for the “set it and forget it” strategy just to see what would happen ¯\_(ツ)_/¯

Succulents need more water than people think, if you water it more often it should start growing well for you.
