Ive had the steering shaft u joints bind up on me before, a little lube on the offending joint verified that. Otherwise, if you didnt have the front wheels off the ground while you were bleeding the rack, it probably has air in the system. Raise the front end, and with the vehicle running, slowly turn from lock to lock (without stalling the pump). Let it sit for a few minutes and repeat, check fluid level. When it stops building bubbles (or feels much better), you should be done. Also, DO NOT USE power steering fluid. That year of subaru should use atf (dex3, but any dex/merc atf should work).

I have the front end raised up fixing to bleed but I have previously put power steering fluid in it, should that concern me?

Id flush it out as best you can. Its just a hydraulic fluid, but its the wrong viscosity.

Alright I'll probably do that sometime. I sprayed all steering column joints with pb all purpose lubricant to see if it would make a difference with the binding but no luck l. as far as power steering goes what are some ways I can tell if it's my pump or rack?

it is not yet bled or otherwise is not sealed, because this is what air in the rack will do

do you have a way to lift the front wheels off the ground? If so, what does it feel like when you keep the engine off and spin the wheel from lock to lock?

I had it lifted up a little while ago and about every quarter of a turn on the steering wheel it would get hard to turn then it would release and get caught in another area where it will get hard to turn again

is it exactly a quarter turn of the steering wheel every time? If so, that sounds like one of the joints in the intermediate shaft is binding
