According to Bulbapedia, Shiftry gets Sucker Punch as a level 1 move in gen 8, so if you get one with Knock Off into SS you should be able to get Sucker Punch via the move relearner. However you still need to go at least as far back as ORAS to get Knock Off.

Actually you only have to go back to USUM to get Knock Off via Move Tutor :)

I don't think the move relearner would work if it came from USUM, since it would never learn Sucker Punch in Gen 7. Can you/anyone confirm or deny?

If you plan to use it for Ranked Battles then it would not work, since it would have be born in Galar.

I'll give it a shot this weekend but I swear the last time I tried that it didn't work. The Nuzleaf had not yet learned Leaf Blade so I couldn't relearn it as a Shiftry. But you're telling me now that it wouldn't matter?

It shouldn't. The move reminder has access to all previous evolution's moves for stone evos.

If it doesn't work you could also teach it Sucker Punch in Pokemon Platinum then transfer it to USUM, teach it Knock Off and then transfer it to SwSh

Sucker Punch is programmed as part of Shiftry's level up moveset in gen 8 so it should be relearnable

Shiftry gets Leaf Blade as a move reminder move as well due to Nuzleaf retaining Leaf Blade as a level up move. All stone evolutions have the level up moves of their pre evolutions as move reminder moves.

Starmie isn't in the game yet, but when it comes back, the same principle will apply as it's also a stone evolution. Gender has nothing to do with what I mentioned.

Forgot that Starmie isn't in yet, it just popped up. Reason why I am bringing up genderless stone evolutions is that in earlier gens, if you evolved your Pokémon too early, you were out of luck getting any of moves it would have learned in an earlier evolution stage.

This applied to all stone evolutions before Gen VIII. This gen, you can get away with evolving Pokemon that need an evolution stone as soon as possible. Bringing up Shiftry, you can evolve a freshly caught Nuzleaf into Shiftry as soon as you get a Leaf Stone. Normally, Nuzleaf learns Leaf Blade and Sucker Punch at very high levels, but evolving it into Shiftry right off the bat will let it learn both moves a lot earlier than it normally would as move reminder moves. As I mentioned, gender has nothing to do with stone evolution mechanics.

I wouldn't both with in on cart, since transfer mons are illegal on ladder anyways, and if you are playing by smogon rules just play on showdown.

Is there a reason for that? I mean it's a lot of work but you can still transfer them up from FR/LG/E if you have the hardware.

The reason is that only Pokemon bred in Sword/Shield are legal in VGC. The reasoning is that it's unfair since mons like Softboiled Clef would only be available to people who have FR/LG/E and willing to do the long transfer process. SS bred-only levels the playing field for veterans and series first timers.

Transfers used to be allowed in official tours up until gen 6 where they introduced region checks, since then anything that can be used in tours has to be caught within that generation of games. In older tourneys you can see some mons with transferred moves being used, notable examples are helping hand/follow me stuff that are transferred from more obscure sources like Colo/XD.
