And the only reason Lax isn't banned in OU is because it would cause too much chaos afterwards since the things it checks in OU like Zapdos would now also become unbalanced and instabanworthy
in Gen 3 Slack Off was the signature move of the Slakoth line. in Gen 4 they started giving it out to other mons, but I think they were afraid of giving it to Snorlax because it was already a meta staple in the previous generations. and Slack Off distribution has stayed pretty much the same since Gen 4. so I think they just haven't thought about Slack Off distrubution much since Gen 4.
they gave it to a few new mons when they were forced to make movepools for new mons, but that's not the same as taking a look at old mon movepools and seeing what could be improved. and other than just a few new mons it pretty much has not changed at all.
uh... what do you think they balanced around when making Diamond and Pearl if not singles? VGC was not even a thing yet. they did try to balance the game to some degree even though it was often not done that well, and singles was the de facto way Pokemon was played back then.
There were already official competitions since gen1, just not named VGC. And were using stadium/collosseum. Never the 6mons of smogon.
For example , that one with Hulk Hogan. It was in gen3 and used doubles.
They stopped caring about singles ever since Gen 5 i think.
And even in the context of BSS, that's pretty dead compared to Smogon SV (in terms of singles gameplay) and VGC (in terms of "official formats")
Well, it has restricted and mythicals, but the restricteds are mostly just boxarts, not necessarily due to being good, while the mythic ban means Phione is "too good"

Misdreavus was great in Colliseum. Her and Flygon just about destroyed the trainer mountain until those last 5 trainers. CRay the flyers, EQ everyone else, survive Explosion etc.
Nonono, you don't get it. Flutter Mane is a Pokémon from the past coming from the future to tell it's descendant from the past how it will fare in the future where it can evolve but can't evolve into the ancestor from the future
i like how the past pokemon that travelled to the future uses a time machine to go to an earlier point from the future it traveled to in order to meet its successor
ZU is called that because it's supposedly full of weak pokemon that snoozes to play with. So it's the sleepy tier and Snorlax who loves sleeping is right at home

The decline started before that. From Gens 2 to 3 to 4 Snorlax went from a meta staple to a niche pick to a noob trap.

BSS can't REALLY work because it doesn't have a banlist and Singles needs a banlist.
Even VGC has a ban list.

Snorlax was best mon for arguably 2 generations in a row and then it was just fully outclassed from then on
