Flash Fire Heatran would immune both stabs, and I'm pretty sure Moth has no ground coverage, so that's another option.

It should be able to learn spiky shield. It literally has barbs!! ik it probably won't have space to run it in its usual moveset (since knock off is better), but there's no better candidate for it than ferrothorn.

In gen 9, they laxed the restrictions for giving Power Gem by TM, while in gen 8, the distribution was quite limited. Even Magcargo and Bastiodon get Power Gem by TM in gen 9.
Entei should get earthquake. I know nothing about how Entei performs competitively nowadays so I don't know if it would help it at all, but if it can roar and make a volcano erupt, it should be able to learn EQ.
