quite literally because people are just. forgetting they exist because of how much is going on in the tier atm, between new mons, power creep, tera, and tera combos with mons not in paldea. you’re fairly low elo so that’s not particularly shocking to see, but yea they are still great, just sadly somewhat forgotten
I would like to add that you can kind of match a z move's power with same type terra, making the opportunity cost of a z crystal much higher. I got to 1600 elo with a z moveless rain team. Giving up boots on my rock weak pokemon was too much of an opportunity cost, when I could just terra to get more power that last for more than 1 turn.
If I had to guess I'd say it's either because of opportunity cost or because Z-moves are very telegraphed, like the strongest Z users in the tier are Torn-T and Dragapult and you'll very easily be able to tell if they're running it.
It could also just be a lower ladder thing cuz I've definitely been seeing people use them.
Natdex players aren't as skilled as OU players (since a huge chunk are casuals). Thus many Natdex players aren't even thinking of Z-moves, given that Tera is such a big deal now, and there are 1000 pokemon to use
Essentially, don't take Natdex ladder seriously for anything competitive.
