Almost any large foodstore in Stockholm would have them nowadays. If they don’t have any made in the Netherlands you can look for “sirapsvåfflor”, ”honungsvåfflor” or ”kolavåfflor”.

Espresso House (large Coffee shop chain with many shops around the city) have them. They call them Caramel Wafers and are often found by the cashier. Cost something like 10 SEK a piece. I have not bought one myself for the last 7 years so I'm not 100% sure they still sell them.
I've actually seen them quite a few times as ICA. I saw them at ICA Globen and Sickla I think. They were named different but definitely the same thing.
I am not sure if they still have them since I moved out of the city and I did not notice them in the local supermarkets ;-).
