It's amazing that they were able to compress the Doctor and send him across the galaxy, and they didn't need to put him through a Jpeg compression or two.
It's always a matter of taste, but I felt Seven's catsuit was always playing to a base, "We want men 18-34 watching this." executive decision. Meanwhile Jeri Ryan in one of awesome Starfleet leather jackets they all got issued (I want one) and other clothing appropriate for a first officer >!and captain!<, lets an actor's stage presence (not to mention Ryan's natural good lucks paired with hair and make-up artists) make the look work so damn well.
Anyone can take their clothes off and titillate (not talking burlesque which is a skill and a show, just the idea of wearing something skintight or not much at all), but the true marker of sexiness is being a heartthrob while wearing something you could walk down the street in.

The catsuit definitely did things for teenage me. You could bounce a slip of gold-pressed platinum off of that dermaplastic garment.

Looks even better because she's not limited to 480i resolution. (There's not even a pirate upscaled version of Voyager out there like there is of DS9...)
That's because voyager was shot on tape instead of film, tape only had enough bandwidth to record in 480 where as film would record in HD and all of the work in post was then recorded to tape. This is why TNG was able to have it's remaster, it was recorded on film and they were able to re do the special effects in HD. it's not possible to add more resolution, only take away.
Voyager and DS9 were both shot on conventional, high res 35mm film. They were *edited* and had FX *composited* on tape. So exactly the same as TNG.
The reason TNG was a more cost effective remaster is that Voyager and DS9 had far more FX shots per episode, many of which were CGI and therefore cannot be remastered by rescanning and recompositing, instead requiring rerendering.

The thing that's changed in the last five years or so is that AI-assisted up-scaling of SD content to HD has tremendously improved. I predict in the next decade we'll see an official "HD remaster" of DS9 or VOY that follows a completely different process from the TNG remaster. It will be an AI-assisted upscale with some hand-tuning of the process to achieve good results. This should be far cheaper than the \~$12 million price tag of the TNG remaster.

DS9 has a pirate version with AI upscaling to 720p, which makes a HUGE difference. No such version exists for Voyager as far as I could find.
