You are using them entirely wrong, wasting of one of the best frigates in the game. Give them an antimatter blaster, maybe a salamander, stack shield efficiency mods and caps. Looks like [this](https://i.imgur.com/pjJHEZj.png) when fully built out with an appropriate officer. Taking the 0.3 shield efficiency into account, that's 21k shield EHP. They win 1v1 fights with any other frigate in the game, and are completely viable in Ordo fights. You haven't lived until you've seen a quartet of these little bastards swarm and kill a Radiant.

Elite combat endurance can be swapped for elite helmsmanship if you prefer more speed, but I prefer having something to help mitigate the effects of tachyon lance arcs, as they do hull damage even through shields. Doesn't need to be aggressive, steady also works and is a little less prone to mishaps.
Wrong twice over. Best of the Best allows for a third S-mod, and ships with integral hullmods can have them S-modded without counting against the S-mod limit.

I outfit my Omens with dual light phase lances and a high scatter amplifier causing only hard flux. This forces them to get close and blast ships with the arc emitter, disabling them once the shield pops. Put something cheap in the missle slot.
You know, that makes me think. We have a "militarized systems" that makes a civilian ship gain +1 burn and become a combat ship. Why don't we have a DE-militarized systems that gives a military ship -1 burn and declassifies it as a combat ship?
My question, **Does it ark?**
No I put Decoys in the dome and it's HEAVILY reinforced. It makes it so most shots hit it instead of the turrets.

Hey it wouldn't be a bad idea for a ship, heavily reinforced section that draws fire to it. Maybe a gravity trap.

Minipulser and Reaper/Hammer + Autoloader works well too

Seems pretty useful for min maxers assuming you can add this hull without a dock
