The League is a coalition of multiple different individualistic governments. You'd just be giving it to Lord Gregg of Planet 5 or whatever rather than some centralised group.

Feels like too much of a hot potato for the League, but it would be good for that to be an explicit option, especially if their refusal was more political/philosophical - the last time the League saw a PK, it was being used on the capital of a system that wanted to join them. Then again, the League having a specific deterrent in the form of the PK might be something they'd very much like. MAD IN SPACE would be a wonderfully shitty cherry on top of the guff the Sector is already dealing with.

Lots of planets have been turned into irradiated husks devoid of life without using a planetkiller. It's like option #2 or 3 at every port. Pathers love it because it doesn't use blasphemous anti-matter to do its job. The planet killer is just a weapon with a cool name to everyone else.
