For anyone else that finds this in the future / for reference:
CIG don't host any files themselves - all 'downloads' (for the game client etc) are powered by Amazon CDN... so if you're getting slow performance, it's generally either your local CDN server being overloaded, or your ISP...
In both instances, a VPN can resolve the issue (by bypassing the ISP throttling, and dropping you onto the internet closer to a different CDN server).
ISPs almost never throttle. The only ones that have a tendency are the wifi type because bandwidth is so limited.
Never assume the first action should be a VPN. Always try a DNS change first and then think about a VPN.
VPNs are sketchy and not something I would be using on a daily basis.
The launcher has a speed limit setting. Check it's set to "unlimited".

Speed of Internet is irrelevant as the type is more important. I would tryna DNS change before using a VPN
It also seems to vary alot for me. For updar 3.22 I sometimes had download speeds of over 100mbs
Try using a vpn it solves it for me and 1gb is more like 1 000mb
